Description: In this layer, the geographical extents of the seven Area Municipalities are represented as polygons. The boundaries of the municipalities are subject to various interpretations, and are not as static as most users would presume. In part, they are defined by metes and bounds descriptions in the Regional Municipality of Waterloo Act; however, the older parts of these boundaries date back to the formation of the County of Waterloo in 1854 and the original surveys of the various blocks sold by the Six Nations in the late 1700's. As survey technology and survey control improves, earlier representations become obsolete and misleading, and sometimes at odds with modern parcel fabric mapping. A definitive legal boundary that would satisfy the exacting demands of GIS users has not emerged. In its absence, various pragmatic interpretations have come into use. Jurisdiction over roads, municipal addressing, and servicing (water, waste water, gas, hydro, policing) represent other valid perspectives on this subject. Each of these may require its own unique layer. The most important and generally useful of the many possible interpretations is based primarily on property taxation. In this data set, the municipal boundaries are deemed to be coincident with the parcels as they are taxed by the municipalities. There are some exceptions, however. Where a boundary is the middle of a road, road right-of-way, or waterway, data supplied by Teranet defining the "legal" boundary has been used. In some areas, where survey control is weak or out-of-date, this "legal" boundary has been realigned to be more consistent with more recent parcel mapping. There are places, most notably between Waterloo and Wilmot, where the boundary alternates between the edge of parcels and the centre of the road. Such apparent irregularities should in no way be construed as reflecting on any arrangements or understanding among the Area Municipalities or the Region regarding maintenance or jurisdiction. (These arrangements are reflected in the Jurisdiction columns in the Single Line Road Network.) Please note that this layer is not in its final state. There are known and suspected errors of various types, some resulting from attempts at redrawing the boundaries to meet criteria other than those set out above. Caution in interpreting these boundaries is advised. Area Municipalities may have versions that differ in certain respects, and may be at odds with one another.
